In short: Riayati is the national unified medical record run by the UAE Ministry of Health and Prevention (MOHAP). It is the main health data platform for the Northern Emirates and has been linked with Malaffi (Abu Dhabi) and NABIDH (Dubai) since 2023. Neurula Health gives clinics in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah a cloud EMR with billing, Arabic support and a UAE-based team — and we confirm your Riayati connectivity plan in writing before you sign.

How health data works in the Northern Emirates

  • Riayati. MOHAP launched Riayati as the National Unified Medical Record in December 2021, linked to the Emirates Health Services system that serves the Northern Emirates (MOHAP).
  • A national network. In January 2023 MOHAP, the Department of Health Abu Dhabi and the Dubai Health Authority announced that Riayati, Malaffi and NABIDH were integrated. At the time Riayati alone covered more than 3,000 facilities and 9.5 million patients (MOHAP announcement). A patient seen in Ajman can have a record that clinicians in Abu Dhabi and Dubai can also see.
  • UAE data residency. Federal Law No. 2 of 2019 restricts storing or processing health data outside the UAE unless permitted, and requires medical records to be kept for at least 25 years.

Which platform and licensing body applies depends on how your facility is licensed. Confirm your obligations with your licensing authority before choosing an EMR.

A full clinic platform without a hospital-sized project

Many Northern Emirates clinics run on paper, spreadsheets or a basic practice system. Neurula Health replaces them with one cloud platform:

Clinical records

Dynamic, specialty-specific forms, e-prescriptions, lab and radiology orders and results — one record per patient across every branch.

Billing and insurance

Multi-payer configuration, prior authorisations, coding assistance and denial management to protect revenue.

Front desk

Emirates ID registration, multi-doctor scheduling and SMS and WhatsApp reminders in Arabic and English.

Riayati path

We assess your licensing and Riayati connectivity requirements during scoping and set out the integration plan and timeline in your proposal.

AI documentation

Neurula Scribe turns multilingual consultations into SOAP notes and fills the EMR form for review.

Fast rollout

Typically live in 6–10 weeks, with training for doctors, nurses and front-desk teams.

Questions to ask any EMR vendor in the Northern Emirates

  1. Is your Riayati connection live today? Which facility can we speak to?
  2. Can you also connect to Malaffi or NABIDH if we open a branch in Abu Dhabi or Dubai?
  3. Where is our data hosted, and for how long is it retained?
  4. Do you support Arabic for patient-facing documents and messages?
  5. What is the all-in cost for year one, including implementation and training?
