In short: Every licensed healthcare facility in Abu Dhabi shares clinical data with Malaffi, the emirate's health information exchange, and handles patient data under the DoH's ADHICS cybersecurity standard. Neurula Health is a cloud EMR from an Abu Dhabi-headquartered team, built for Malaffi data sharing, Shafafiya-based claims workflows and ADHICS-aligned security from day one.

What Abu Dhabi clinics need from an EMR in 2026

Choosing an EMR in Abu Dhabi is mostly a regulatory decision before it is a features decision. Four requirements shape it:

  • Malaffi connectivity. Malaffi is Abu Dhabi's health information exchange, operated by Abu Dhabi Health Data Services (an M42 company) in partnership with the Department of Health. It went live in 2019 and, according to Malaffi's own live counter, now connects more than 3,100 facilities including every hospital in the emirate (malaffi.ae, checked October 2026). Your EMR should send encounter data automatically, not through a manual export.
  • ADHICS compliance. The Abu Dhabi Healthcare Information and Cyber Security Standard (version 2, effective August 2024) applies to facilities and to the technology providers handling their data (DoH ADHICS v2). Ask every vendor how their controls map to it.
  • Claims through Shafafiya. Abu Dhabi insurance claims and prior authorisations run through the DoH's Shafafiya platform (DoH Shafafiya). Billing errors and rejections at this step are where most clinics lose revenue.
  • UAE data residency. Federal Law No. 2 of 2019 on the use of ICT in health fields restricts storing or processing health data outside the UAE except where the authorities permit it. Confirm in writing where your patient data is hosted.

One platform, built around Abu Dhabi's rules

Neurula Health brings patient registration, scheduling, clinical documentation, e-prescriptions, lab and radiology orders, billing, insurance and a patient portal into a single patient record — so data flows to Malaffi and to payers without re-entry.

Our team is headquartered in Abu Dhabi, so implementation, training and support happen in your time zone, in English or Arabic.

Malaffi data sharing — encounter data is generated from the clinical workflow itself, not uploaded after the fact. In our multi-site deployment for a seven-clinic UAE group, Malaffi real-time sync went live with the rest of the platform.

Claims and prior authorisation — multi-payer rules, prior-auth tracking, coding assistance (ICD-10, CPT) and denial management for Abu Dhabi payers.

ADHICS-aligned security — role-based access, audit logging and encryption of patient data, designed around the DoH standard.

Emirates ID at registration — identity, insurance and consent captured once, with duplicate-record detection.

Arabic and English — multilingual patient-facing workflows, with SMS and WhatsApp appointment reminders.

Live in 6–10 weeks — from contract to go-live, including data migration and staff training.

Pair it with Neurula Scribe

Neurula Scribe is our ambient AI scribe. It listens to the consultation in English, Arabic, Hindi, Urdu or Tagalog, writes a structured SOAP note in English, and fills the open EMR form for the clinician to review — so documentation is complete before Malaffi and Shafafiya need it. It works with Neurula Health or any other browser-based EMR.

Questions to ask any EMR vendor in Abu Dhabi

  1. Is your Malaffi connection live today? Can we speak to a connected Abu Dhabi facility?
  2. Where exactly is our data hosted, and which UAE region?
  3. How do your security controls map to ADHICS v2? Can we see the mapping?
  4. What is our first-pass claim acceptance on Shafafiya likely to be, and how do you handle rejections?
  5. What does go-live cost in total — licences, implementation, training and support?

Frequently Asked Questions

Is Malaffi mandatory for clinics in Abu Dhabi?

Yes. Facilities licensed by the Department of Health Abu Dhabi are required to connect to Malaffi and share patient data with it. Malaffi reports that every hospital in the emirate and more than 3,100 facilities are connected.

Who operates Malaffi?

Malaffi is operated by Abu Dhabi Health Data Services, an M42 company, in a public–private partnership with the Department of Health Abu Dhabi. It launched in 2019.

Is Neurula Health connected to Malaffi?

Neurula Health is built to share encounter data with Malaffi as part of the normal clinical workflow, and Malaffi real-time sync is part of our go-live for Abu Dhabi facilities. During your demo we will walk through the connection and onboarding steps for your facility and put the plan in writing.

What is ADHICS and does it apply to my EMR vendor?

ADHICS is the Abu Dhabi Healthcare Information and Cyber Security Standard. Version 2 took effect in August 2024 and applies to healthcare facilities and to the technology and service providers that handle their health information, so your EMR vendor's controls matter for your own compliance.

Where is patient data stored?

UAE law restricts storing health data outside the country without permission. Neurula Health is deployed to keep patient data within the UAE; we confirm the hosting region in your contract.

How long does it take to go live?

Typically 6–10 weeks from contract to go-live, depending on the number of sites, data migration and integrations.
