The shortlist
01Neurula Health
Best for: UAE clinics, polyclinics and multi-site groups that want EMR, billing and AI documentation from one UAE-based vendor.
Our own platform, so weigh this entry accordingly. Neurula Health combines registration (Emirates ID), scheduling, clinical documentation, e-prescriptions, lab and radiology, billing, insurance claims and a patient portal in one cloud platform on UAE-region infrastructure. Its distinguishing points are a team headquartered in Abu Dhabi, Arabic and English workflows, a stated 6–10 week go-live, and native pairing with Neurula Scribe for AI documentation. It does not publish list prices.
02Clinicea
Best for: Single clinics and clinic chains that want transparent per-practitioner pricing.
A cloud clinic-management system hosted on Microsoft Azure, aimed at clinics, polyclinics and chains. Clinicea is one of the few vendors in this market that publishes prices: Starter, Pro and Enterprise plans at AED 199, 249 and 349 per practitioner per month, with paid add-ons such as lab, pharmacy and a patient portal. It markets a NABIDH integration service; we did not find a Malaffi claim on its site.
03Insta by Practo
Best for: Facilities ranging from single-speciality clinics to hospitals.
Practo's hospital and clinic platform, from a company headquartered in India. The vendor website states compliance with all three UAE exchanges — NABIDH, Malaffi and Riayati — and says more than 85 facilities are Malaffi-compliant on its platform. Pricing is not on the vendor site; a third-party listing quotes per-user pricing with minimum user counts.
04Pabau
Best for: Aesthetic and outpatient clinics in Dubai.
A practice-management and EMR platform with a strong following in aesthetics. Pabau describes itself as NABIDH-compliant, built to the DHA HL7 v2.5.1 specification, and is unusually clear that it does not connect to Malaffi — so it fits Dubai clinics better than Abu Dhabi ones.
05Oracle Health (Cerner)
Best for: Large hospital systems and government health networks.
The enterprise EHR behind several of the UAE's largest networks: SEHA selected Cerner Millennium, Mubadala Health runs Oracle Health on Oracle's Dubai cloud region (Oracle), and Emirates Health Services' Wareed system runs on Oracle EHR. It is built for hospital scale, not for a five-doctor clinic.
06Epic
Best for: Large integrated hospital systems.
Dubai Health (formerly the DHA's hospital network) has run Epic since 2017 and reached Epic's highest Gold Stars level in 2025 (Dubai Health). Like Oracle Health, it suits large health systems with in-house IT teams rather than independent clinics.
Also worth a look
MedicoPlus, MediMate247, SimplexHIMES and Unite EHR also appear on UAE shortlists and make NABIDH, Malaffi or Riayati claims in third-party listings. We could not confirm those claims or prices on the vendors' own websites, so we have left them out of the table above.
Five questions that separate good EMRs from expensive mistakes
- Show us a live exchange connection (Malaffi, NABIDH or Riayati) at a facility like ours — and let us call them.
- Where is our data hosted, and how do your controls map to ADHICS?
- What is the all-in year-one cost: licences, implementation, integrations, training and support?
- How long until go-live, and what happens if you miss the date?
- How do we export all of our data if we leave?
