In short: Every DHA-licensed facility in Dubai must comply with NABIDH, the Dubai Health Authority's health information exchange, and submit insurance claims electronically. Neurula Health is a cloud EMR built for NABIDH data exchange and DHA e-claims workflows, with Arabic and English support and a UAE-based team.

What Dubai clinics need from an EMR in 2026

  • NABIDH compliance. NABIDH is run by the Dubai Health Authority, and compliance with its standards is mandatory for DHA-licensed facilities. By the DHA's last published count it held more than 9.4 million patient records from over 1,300 facilities. The DHA interoperability standard covers HL7 v2.x, HL7 v3, CDA R2 and FHIR R4 (DHA NABIDH standards).
  • Patient consent handling. Under NABIDH, patients can opt out of — and back into — data sharing. Your EMR needs to respect that status in every message it sends.
  • Electronic claims. Dubai claims and prior authorisations are submitted electronically through DHA's e-claims system. First-pass acceptance depends on clean coding and complete documentation at the point of care.
  • UAE data residency. Federal Law No. 2 of 2019 restricts storing or processing health data outside the UAE unless permitted. Confirm the hosting region in writing.

A note on vendor claims: the DHA does not publish a public list of NABIDH-connected EMR vendors. When a vendor says "NABIDH certified", ask for evidence — and to speak to a connected Dubai facility.

Clinical, billing and NABIDH in one record

Neurula Health connects registration, scheduling, clinical notes, e-prescriptions, lab and radiology, billing, insurance and a patient portal around a single patient record. NABIDH messages are produced by the clinical workflow itself — no export files, no separate portal uploads.

It suits single clinics, polyclinics and multi-site groups, and scales to hospital departments.

NABIDH data exchange — encounter data generated automatically from documentation, with patient consent status respected.

DHA e-claims workflows — claim submission, remittance, prior authorisation and denial management for Dubai payers, with coding assistance.

Emirates ID and insurance at check-in — identity, eligibility and consent captured once, with duplicate detection.

Arabic and English — multilingual patient-facing workflows plus SMS and WhatsApp reminders that cut no-shows.

UAE-region hosting — patient data held on UAE-region cloud infrastructure.

Live in 6–10 weeks — from contract to go-live, including migration and training.

Finish notes before the patient leaves

Incomplete documentation is the root of most NABIDH data-quality issues and claim rejections. Neurula Scribe listens to the consultation in English, Arabic, Hindi, Urdu or Tagalog, drafts a SOAP note with ICD-10 coding hints, and fills the open EMR form for the doctor to review and sign — with Neurula Health or any browser-based EMR.

Questions to ask any EMR vendor in Dubai

  1. Can you show NABIDH messages flowing from a live Dubai facility, and can we speak to them?
  2. Which NABIDH message types do you send, and how do you handle rejected messages?
  3. How do you handle a patient who has opted out of NABIDH sharing?
  4. Where is our data hosted, and what happens to it if we leave?
  5. What is the full cost — licences, implementation, integrations, training and support?
